En 1922, el sindicato de estibadores (fundado en 1889) encabezó la fusión de 14 sindicatos a fin de constituir el TGWU que, liderado por Ernest Bevin (1922–40), experimentó un rápido crecimiento. Dado que se trataba de un sindicato general, se podían afiliar los trabajadores excluidos de los sindicatos de trabajadores calificados. Sus miembros eran trabajadores del transporte (salvo de ferrocarriles), de la industria automotriz, química y textil, y de la construcción. Ejerció gran influencia en las políticas laborales británicas y fue el sindicato más grande de Gran Bretaña durante la mayor parte del s. XX.
